Because the Neo outputs a 59.xxkhz signal and most pc monitors can only translate a perfect 60khz signal from what I was told.

That's not the case with modern monitors. They can support up to 85 and as high as 100 and some cases, 120hz. Plus it's going through a TV-in overlay. So the monitor's refresh has nothing to do with it

The all in wonder probably just doesn't like the signal the neo is sending to the TV-in. Also, check your TV-in's input format. Try setting it from NTSC to NTSC-J. Might work.

Also forgot to ask, are you doing it through composite or s-video?

How do most older video games look on your radeon card?

Most low res sources look like crap on PC monitors, but that's not the issue here.

My first guess would be the refresh rate issue of the Neo hardware, as Xian Xi mentioned.

The issue here isn't the PC monitor not supporting the frequency. It's probably more due to the ATI card not being flexible enough to do it. PC video capture cards (at least the common consumer ones like All-in-wonders) are generally not very flexible with the input signal.

If you really want to play it on your PC monitor, a better bet would be to use an actual s-video to VGA adapter. I have a pretty cheap one of those (relatively cheap @ $60) that actually does a pretty good job of converting whatever weird signal I throw at it to VGA.

What a coincidence, I'm having problems with my Neobitz and my ATI TV Wonder Pro capture card. I played my supergun today for the first time in months, and was met with a screwy image. Back when I used this same supergun on my old computer (with a Hauppague capture card), the video was fine, but on this ATI card, I get a lot of interferance in the picture, like this weird black snow, and lots of waviness.

Either ATI capture cards are picky about the not-quite-60-hz signal, or <gulp> my supergun got messed up a bit while it was just sitting there. I'm gonna hook it up to the old PC with the Hauppague card and report the results.

Yep, for me it's definitely the ATI card being picky.

Hauppague ImpactVCB (S-Video):

I was already thinking about getting a new capture card, and this seals the deal. "Why not just use the Hauppague card?" 'Cause it doesn't have a tuner.
