How exactly does my capcom I/O signal conversion work?

I was wondering does my capcom I/O take a 640x480 480p signal @ 31khz and convert it to 640x480 15khz standard rgb signal? Or is it a 15khz standard rgb signal already before even touching the capcom I/O? I thought about gettin a component to vga converter box and wanted to know if it would work with the capcom I/O. Thanks.

As far as I know, the Capcom I/O doesn't do any video conversion, it outputs whatever the naomi mobo feeds it, you select 15 or 31khz with the DIP switch in the mobo. It just maps it to the JAMMA connector.

Thats wierd, I used my vga cable from my computer @ 31khz deinterlaced @ 640x480 and it shows up on my monitor using the capcom I/O. Thats one reason I was wondering. My monitor only takes standard res, so I wonder how that can be.
