A big red four slot is for sale in my area but when powered on screen reads;

What's it mean and how hard/expensive is it to fix?
I already have a four slot. Wouldn't mind a second cab as its in good cosmetic shape and very clean on the inside.
The guy selling it is open to offers on the cab.
