Help correcting yellowing plastic

My SNK Super 29 cabinet has a plastic frame around the monitor that has yellowed. Can anyone suggest what to do?
Should I mask and paint?
Is there a cleaner that would restore it to it's natural white.
Maybe a dye that will work on plastic and color it white?
Open to most suggestions, and would rather not take the whole cabinet apart.
Not sure if someone has already covered this.

Try using Meguiars Plastix and a buffer.

Bought a rubbing compound, great for scratches, but I guess there is a repainting in my future.

Have you tried a little 409 cleaner in a small spot to make sure it's not just nasty cigarette residue?

I haven't used 409, but the rubbing compound I used is very strong. It removed many scratches, scuffs. Thanks for the tip though.
