Is there anyway to repair my Jrok?

I've been using a version 3 Jrok encoder in my various supergun projects and it's always worked great for me. However, recently I moved it into the latest revision of my supergun and the thing just stopped working. When I plug it into my television set I get no signal. However if I make contact between the end of a composite cable and the outer "ground" part of the compositie lead on the jrok I get a lot of snow on my television set.

Has anyone ever encounter a similar problem before and know how to fix it, or do I just have a dead encoder?

yeah, I checked with a volt-meter, the thing is definitly getting enough juice. I'm thinking it might be an issue with the ground. The strange thing is that when I touch part of the composite cable from the TV with the outside part of composite connector on the encoder I get static on the television set.
