Need help with ok baby headlight

Headlight on this ok baby is not working.
I replace the light bulb with a new philips TLO 15W/29.

The lamp ballast thing says 1x 18W but all light bulbs i found in the
fitting size are 15W in europe.
Still not working.
So maybe its the starter,but where is the starter on this damn thing?

Where do i find a replacement?
Maybe its something entirely different.
So i am open to your suggestions.

Why dont you just buy a new ballast? Should be cheap and the most reliable option :-)

the ballast looks a bit on the browning/burnt side where resistors and smaller caps are. id replace the ballast with something modern and easier to replace.

Yeah! Replace it with a nice philips one.

Replacing would be fine.
Where can i find fitting ballasts?
Would the type thats inside a "new astro city" fit?
