Daraku Tenshi, 1998 2D fighter by Psikyo's team Steel Hearts. Several of whom were suposedly poached by SNK and worked on Garou and the later KOFs. This game rarely shows up on eBay or Yahoo Japan.

Original Japanese Psikyo PCB with art scans and OST!
