I hope someone can help.
I was playing Hakuto No Ken, and for some reason the light punch button wasn't working. I opened up the cp and all the buttons were still conected to the wires, so it wasn't that.
I went into the test menu for the game, and then the I/O sub section of the test menu, where you can see what buttons work when you press them. All the buttons and joystick directions say OFF untill you press them and they say ON briefely. However I notice that player one button 1 says ON all the time. This is the same with player two, buttons 1 & 2.
Is this a simple fix or is it something more serious?
Thanks for any help you can offer.

Most likely the switches in/under the buttons are stuck or sticking...Take them out and see if they are sticking..

Make sure all ground wires to the switches are on real good..

Right i've had another mess about, and i've found that the buttons work fine with my Progear (CPS2) board and my other Cave shooters. This can only mean that the issue is with the Atomiswave mother board, yes? Any suggestions?

Most likely the microswitch under the button is starting to go bad...I had a couple that would act sporadically because of this.
