Yeah, this was in Wanted, but I feel it'll do better in here. Feel free to close the other thread. On with the carts!
You can see pics of these carts in the link in my sig. Anyway, I'll explain their conditions:
LAST RESORT (SOLD! THANKS TO ALL WHO WERE INTERESTED!):
This is an ENGLISH cart. Overall, it's in good-very good condition. It has a silver foil Serial Number sticker, and its serial number is 041125. It does have some scratching on its case, though, and while not bad, it is noticeable if you put in direct light. The label is okay, when viewed from the right angle, you can see some air bubbles or something running along the line where the two plastic halves meet. Also, in the right side, there are what looks to be grease stains, but they're not bad. Also, there's a little bit of rub-off on the second R, on the bottom of the second "leg". This also comes with an English minimarquee, but it's really yellowed.

POWER SPIKES II:
This cart is JAPANESE. This is in good-very good condition EXCEPT FOR THE LABEL. It comes in a white SNK-G shell, and it really does not have that much scratching. The label is a different story. It used to be a Fatal Fury 3 label, but it's scratched out a bit and has some writing in Japanese on it. It also has a somewhat noticeable crease down the middle. I have verified that this is not a bootleg. Also, this has a plain label on one side with the number 4507 on it, I'm guessing maybe this is the serial number, but I don't know if it's for FF3 or PSII. This cart definately has some history to it but I have no clue why it's in a Fatal Fury 3 shell. I'm thinking this might be good for a conversion, except for the fact that the case is in good condition. This comes with an English art set (2 flyers and minimarquee, no yellowing).
