neo cd region free?

hello, im getting a neo cd in the mail on friday and its a japanese system but the owner said it could play both american and jap games...is this true b/c if so i need to get on ebay and buy some stuff...

yes, but if you get a japanese system. Any games that don't have a language option, you will be stuck playing in Japanese. But you can have a region switch installed.
