Monitor Bright when Powered On

I just noticed one of my Astro City Monitors (NANAO 29") is noticibly brighter (like someone increased the brightness setting) when powered on, then goes back down to the level I have it set to after several minutes. Is this normal?

I have this same issue with my Nanao 29" Dual Res CRT.

Put a cap kit in it and resolder the cracked solder joints... That cures many different monitor problems...
