Why are the serials scratched off of so many MVS carts

I've noticed this, especialy on Ebay. Its bad enough these MVS carts are loose, but why go even further to scratch the serial numbers off?

something to do with ifl the arcade owners sold the games they couldnt be traced back to who brought it as no number to track, dont know whether snk would have bothered doing that though myself.

the one i think i seen most scratched of is kof98 and 99 for some reason

Didn't snk have a term of agreement, that if you bought a cart from them you could not resell it?
