A PDF document or image?... Since PDFs are an Adobe product, I would think that you definitely need an Adobe product (or any applications that can save PDFs--Quark Xpress is one)... Acrobat Professional would be the best way to go though, I think, since it utilizes the Distiller function and has lots of features...
And how can you disregard Photoshop's many functions...

(oh, and save as Acrobat 5 PDF or over, but 5 is decent enough)...
