when i opened it up to clean the cart, I did not see any windowed chips. So if it is a failing chip, would it be more feasible to reburn the failing chip if I can figure out which one it is, or would I be better off buying a new cart ?
Still try the cleaning, pulling it out methods..
Curious..How tight are the boards when you tighten the case on them..?do you see any sign of warping near the edges of the pcbs..
Does the cart go into the mobo tighter then other carts..?
If so try to leave the screws a tad loose..tight enough to hold the pcbs in though..I always have to have a wobble in my carts PCBs to work right for me...I do some shaving to the Inners of the cart if I find the pcbs are warping or too tight..
As I explain here..

I do like trying to fix everything...but IMO it's easier/cheaper to buy a second cart at $10.00
Go for this one..I have bids on some of his carts because I like to have spares but I didn't bid on this one.., I've done thousands of $$ in business with him,.......... I just got a KOF 96 Large Marquee(mint) in the Mail from him today,he threw in two different Golden Tee large Marquees for free too.

And if you get a new cart you may be able to swap around the boards in both carts providing they are the same chop layout and see just what pcb is giving you the problem(bottom or top)
