Final Tune isn't a game by itself, it's basically a patch if I understand how it works.
You have to have Melty Blood ReAct to use Final Tuned, so what you're looking for is someone willing to sell ReAct and Final Tuned.
I could be wrong of course, but the Final Tuned I have is just a patch for all intents and purposes.
edit- actually you need the original Melty Blood to play ReAct, so you need to find someone selling:

Melty Blood Final Tuned
You can win a complete "set" on Yahoo Japan all the time. I paid ~$85 for mine, but it came with the 3 and the OST.
