Okay, my CPS 3 motherboard seems to be dead; whenever I start it up, regardless of what game is attached (or even if there is no game at all) I get this screen.

Any idea what's wrong with it (and if so, is there anything I could do to fix it.. or anybody I could send it to for fixing?)

Do you have test your games on an other motherboard ?
Because, check this CPS3's FAQ : http://www.guenstiger-essen.de/cps3faq/
1.03: My board died. What can I do?
A: There is no chance of bringing it back to life without help of CAPCOM. It has to be sent back. But only an arcade operator can do that and only in the country the game was made for. So you need to find yourself a friendly arcade operator. The picture below shows the picture you receive in case the cart is dead.

(picture of a dead game, the screen is the same as yours).

I hope for you it's not your games.

You will always get that screen if no cart is attached...unfortunatly it seems all of your carts are dead ~_~. When was the last time you played them!?

Also what region are your carts? CAPCOM Japan is the only one left who can revive carts, meaning all Asian and US carts cannot be fixed anywhere ;_;

They're Japanese... and I admittedly had not played them for a while (and I only had two games, anyway). I sent a mail to Coinop Express (from whom I purchased them) to see if they can do anything.
