Video problem on 1 slot MV-1FZ PCB

The video at the top is messed up. I took a picture. Don't look at my guy getting his ass kicked while I photograph. Instead look at the top. The hotizontal shift is the problem. This is a neo geo 1 slot MV-1FZ PCB. It has the same problem with all carts and does the same thing in another cabinet. my other boards have perfect video throught this setup.

Any thoughts?

Does it straighten out if you adjust the horizontal hold ?

It could be a voltage issue.

The hold doesn't help. I think it was a four slot set-up that had a 1-slot board shoved in for an auction. Realize that all my other boards work fine on this setup. Except some boards don't have sound, but I think that's the -, + issue with the 5V.
