By horizontal, do you mean horizontally scrolling, or just orientation of the display? Border Down doesn't have much competition in the horizontally scrolling department when it comes to the Naomi.
It really is a game you either love or simply don't. It's hard as fuck and the scoring system is one of the deepest ever in a shooter. So, for some, it can actually be... not fun. You just have to play it to find out which group you fall into.

My advice would be not to get a game just because you don't feel like rotating the monitor, if such is the case 
but Border Down is a must own either way.
Dreamcast version is undoubtedly better though.

It's got both the arcade and 'remix' mode...plus the replays of each stage found in the options menu, etc.
