Does a Capcom CPS 3 work on a Low Resolution Monitor?

I have a Super Neo 29. Will it work?

My Street Fighter 3 machine says it's a Wells-Garner 120V 60HZ 100W MAX Model No. 25K7193. Standard res, so.... I think what you're asking is standard res. So, yes. It should and does.

To further expand upon your question, my Super Neo 29 is a switchable standard to medium res monitor. So you should be doubley safe!

Does it automatically switch from low to med depending on the board? Or is there a switch somewhere?

If you're using it as Neo Geo, you should be fine. I think on mine it auto detects, but I'm new to this scene, so I cannot say for sure. I know that there's no switch that *I* can see on it. You should be fine, honestly. :)

Most medium res games are 3d based systems like Sega Model1/2/3, Midway Seattle/Vegas hardware(optional standard or med res), etc.

I think early Atari games like Marble Madness, Tubin, and Paperboy are medium res...but I'm not sure.
