yep.

press start, a menu will pop up

go to friends list, press A

find the person you want to send an invite to, press A

select send invite, press A

it'll ask you if you want to send a voice message, press B

invite is sent

unless you're talking about sending a friend request to someone, you have to do that in the xbox dashboard.
