Is he really Takuma? If so, why does Takuma where the Tengu mask?

You must be mistaken. In KOF '96, Mr. Karate clearly says that he is not Takuma. Why would Mr. Karate lie?

Mr Karate is Takuma and he is also Ryo. Hes a title and not a actual char, only a master may don the name "Mr Karate" Mr Karate is Takuma's undercover name in AOF.
Ryo becomes the next Mr Karate when he became a true master of the style that his family practices. See also Wild Ambition & NGBC.

That was '97. You guys all suck. Why couldn't you help Mr. Karate keep his secret identity, like he tried to do in '96 (and then in SVC)? If I was a super hero, I wouldn't tell you guys shit. Eric was the only one who didn't rat Takuma out...

But in the GB KOF '96, Mr. Karate is the boss(or was he just a selectable character?)
Mr. Karate is too cool to be Takuma, he can shoot 3 giant HaohShiKohKens at a whim as a normal attack(SVC Honki ni Natta Mr. Karate), I don't see Takuma doing that. Takuma is just a wannabe, he tries to copy Mr. Karate's Extreme Kyokugen, and manages to barely even reach Dan's Saikyo groove.
