Suspicious looking Blazing Star up for boot check

I got a MVS Blazing Star from a respected eBay seller (Yao) here the other day.
The label was a homemade one, put on top of the original Japanese label, so I decided to remove the fake one, shocked to find an authentic looking Japanese KOF95 label behind it.

I see two possibilities:
The original cart was broken and the plastic cover was replaced with that of an old KOF95 cart
It's a conversion (ordered) done by an arcade operator looking to replace his old KOF game without paying for an original cart.

So I opened the cart to check the boards. Everything inside it looks original, though. Only thing that puzzles me is the date of the board. 1994. Is it possible that such and old print board would be used for Blazing Star, released in 1998?
Except from several subtle differences, the boards look quite similar to the ones in my KOF95 cart. However, KOF95 uses three V roms, and it doesn't look like anything has been removed from the V3 position.
Anyway, here are the pictures:

While we are at it, I'd like someone to comment on my KOF95, though. The second board looks quite suspicious to me, with a socketed rom and C7 sort of speaks for itself... Does this mean it's a boot?

Btw, the stuff around the lower right chip on the last picture is just some miscolouring on the circuit board. Not solder or anything like that. Looks worse on the picture than IRL.

Both games are legit.

KOF95 was repaired, all logic chips were replaced even the snk custom chips, there was a graphic problem that was nailed to the C7&C8 pair but only C7 was corrupted and it was replaced by a flashrom chip.

The miscolouring you mentioned happens when something is soldered after the protective film is applied. The film protects the circuits on the board from oxidation.

Can't help being suspicious about the Blazing Star board, but it looks pretty much untouched, so I guess it's just the casing that's been replaced.
