Board foam

I was going to replace the battery on my 4 slot and noticed on the solder side a rectangular piece of thin black foam with silver coating on it stuck on a portion of the board where the battery is. I tried to pull it off and the silver coating came up but the black foam stayed. It is very hard to get off. What is the point of this foam is it necessary and what is the best way to get the stuff off. I am thinking of drenching this foam with some board cleaner and scrubbing if off with a toothbrush. If anyone could help I would be very grateful.

The foil is there for screening purposes and not really necessary (like running a multi- slot with the metal can left off), now that youve got that off liberally apply isopropyl alcohol on the foam, that should brake down the adhesive holding the foam to the board, a tooth brush would be good for removing the residue.
