Those are the crt heaters, if they are glowing it means that this isnt a simple monitor power supply issue, the heater voltage is derived from the flyback transformer (on most monitors), so this indicates that the horizontal output stage is working. Sounds to me like you may have a frame collapse, no vertical scan, the brightness is reduced so that the vertical line does not cause damage to the crt phosphors (crt burn in).
To confirm this, turn up the screen voltage (bottom adjuster on the lfbt) this will show the frame collapse, if thats the case. If you are not aware of the safety issues dont mess with the monitor.

Some circuit diagrams and flow charts here.

Thats not the crt heaters , please email me a piccy of this little bar, perhaps a wire wound or cement resistor getting red hot- that changes the whole diagnosis..

goodflyback.jpg

the screen voltage is the bottom adjustment pot

PS that link seems to be down at the moment, try it later.

forget what I said about crt heaters and screen voltage earlier, the component your talking about is a cement resisor (looks like around 20 watt)in the monitors power supply circuit, if thats glowing you have a short circuit maybe the horizontal output transistor or lfbt. Im suprised the mains input fuse has not blown. Its the sort of problem that maybe better checked out by your local friendly TV tech.
The pic you sent with the green label on the aluminium heatsink, I cant make out the model (there are wires in the way) what is that #.
