I see art sets for MVS carts for sale and some offer 1 or 2 marquees and a dipsheet, while others may only offer 1 marquee. Does every mvs kit come with the same number of inserts or does it vary?

A complete art set is one in which nothing is missing.

The only thing that often won't get with a complete art set is the large marquee.

It varies per game. The early games for example like Super Spy only had a mini marquee. Lots of game such as Bust a Move have a mini marquee and two flyers. Then some come with stickers as well. Most of the fighting games have 2 stickers, and some of the run n gun's such as Metal Slugs or Shock Troopers had 1 sticker. Arcade Shock and the Neo Store have plenty of kit pics to see what was included with each game.

Honestly, I don't think that there is any real authority on what constitutes a complete or incomplete art set. Generally, I'd follow what is shown on the "Cart Pics" section of this website.

However, sometimes SNKP will ship additional items to different retailers. Take snk-capcom.com for instance, who received mini marquees for games like Metal Slug 4, Metal Slug 5, Samurai Shodown V. Some might take the position that the initial runs of these art sets didn't include a mini marquee, and say that the set is complete without them, while others might say that the set is only complete with the mini. Also, some games from one retailer may include both Spanish and English art sets, while another retailer might include only the English or Spanish set.

Like most things related to the Neo, there's a bit more here than meets the eye. You really have to dig to find out what constitutes a complete art set for a particular title - there's no easy way out, as far as I know. On the other hand, you could just forego all the neurotic collector shit and just enjoy the game. :)

I think most will take the position that those kits are complete without the MM, since my understanding is that they weren't produced by Playmore along with the rest of the artset, but were printed later by SNK USA. I could be mistaken, but the bad design job done on them kind of points in that direction (sorry, SNK USA).
