I got an offer for a new PSP Standard System for $319.00 shipped EMS to me. Is that a good deal? Is the in-game text in Japanese or English in Metal Gear Acid? Or, should I just wait for the US release since my son now has about $600.00 in EB Gift Cards from Christmas?

Just wait for the US version. It'll be around $180 for the standard pack, $130 less than the offer you have for a Jap one, and you can't change the language of the games. The games will all be in Japanese irregardless of what language setting you set the system to.
