Yes, it does need a Ram Pack. Minimum 1MB
And yes, you can use the 4MB Ram pack, that is fine.

I remember getting all the Saturn Capcom and Neo ports bitd and being so hyped to use the RAM expansion. Back then emulation was still pretty janky so it was a bid deal and everything was still dirt cheap, Simpler times.
