Why does the pic on the outside of the box depict the menu to be blue, but in fact the menu is orange?

You can't set it. According to IGN, it varies by month, but most of the time its blue. Its currently red/orange because its Christmas.

Yes, what changes monthly is the hue.

It may not change every month. The IGN article indicated Blue was the default.
