RGB Cable question

My laptop has a RGB connection, so will I be able to connect a PS2 or Dreamcast RGB cable to it? Or would it be just for connecting another monitor? Sorry for the NOOB question, but I do not want to purchase a cable or cables that are useless.

Also I'm assuming a VGA adapter would work on a Laptop as well?

What kind of RGB connection does your laptop have? A regular VGA one? Most likely it is just a video out for connecting the laptop to a regular VGA monitor that will only work in hi-res mode.
You could only use it in the way you say if it was a video-in, and still possibly only with hi-res devices, so no consoles unless you use something like a vga box.
