Cut the 60 second post delay to 30

I have cable, so the site loads like instantly.
This would make it easier on anyone on broadband. I've gotten this message twice today.

I think 30 isn't enough time, if they shorten it, they might get they same problem that SRK was having for nearly 2 months. If too many people post, the forums will give you a message that says something like "The server is busy at the moment. Please check again later" and I doubt anyone here wants that.

remember ray-7 got like 4k posts in a couple weeks? do we really want that again? i say up it to 2 minutes between posts to keep all you commoners where you belong, and thats well below my post count. :shame:
