Need some help fixing a Captain Commando (CPS1)

I recently bought a Captain Commando CPS1 board that already had the battery fix but it still doesn't work. I'm not sure if the wire on the C-Board is hooked up right? the board itself is different to the ones found on punisher, cads and dinos etc that I have fixed before. So if anyone has fixed one or has a fixed one and could tell me where the wire from pins 45/46 on the B-21 chip is meant to go or if it is hooked up right I would really appreciate it.

pins 45 and 46 should be connected to a 5v point and the point used in your pic is in fact 5v. Make sure the pins are no longer connected to ground. Anyway you could use a hacked C-board from the Punisher or Cadillacs on Captain Commando just as well. If it still doesn't work the problem will be somewhere else.
