I am no expert on this (so take this with a grain of salt, and I hope that if say anything incorrect somebody will correct it), but I think it depends on if the TV supports low-res (15kh horizontal frequence) through this connector. In that case it *should* work. Regular PC monitors only accept hi-res (31kh) RGB signal, so you can't use them directly with regular arcade boards unless you use an upscan convertor.

Thanks I am glad that some one finely cleared it up for me. So what is the different in a Jap and Euro scart plug, just the pin configuration?And so are those RGB monitors like MASS sells more or less low res VGA monitors?
