Can a mod edit a Topic Title after the topic creator cannot?

I'm wondering, that there is a thing that prohibits a Topic Creator to change the topic's Title after an unknown amount of time. (sometime less than 30 days)

Can a Moderator override that thing? Can a mod change it after it's locked for the creator?
