Given the fact that a jap cart will play in an american AES, it's one thing. But what of video standards? If I get a british/euro aes game, do I need to convert my AES so it'll play a PAL game for NTSC?

No. The hardware in the Neo handles the video output standards (I think).

No such thing as PAL games, Just Pal systems.

There are JP, US and Euro Carts, but they are all the same exact thing, just a different packaging/labeling.
