Entertaining to say the least. Strangely enough however, I learned real quick {back in 2002} that using a search feature and bumping a thread from like a year before often times didn't generate any replies, or someone would flame a person for rehashing "Old" stuff, thus it's easier to start a new thread. I mean it's kind of like movies, anything coming out now has been done to death since the silent era, the only difference is is the "Contemporary" feel/setting of the said movie, the actors and a different title. Same story different time. I think it's the reason a lot of people will ask {and I'd say we're all guilty of it to a point} something that has been asked before. It's just inevitable. That Cold War eraish DOD video for posting was a hoot though.

Can that flash animation be played on a computer that is going to www.neo-geo.com/forums for the first time, automatically?

It really is the perfect thing to play for someone who is viewing the forums for the first time. It should be mandatory.
