Lock News and Rumors to extreme newbs.

Basically, I think it would be a good idea to restrict posting privileges in N&R until someone has 100 posts or has been around for long enough to learn the ropes like 2-3 months. It would cut down on the large amount of news dupes, false alarms, and other things associated with "stupid n00b" syndrome.

I think this is an idea that needs serious consideration if it's actually possible to impliment from a technical standpoint....
